Although I'd say its easy enough Id say youd buy one cheap.

I made a dew heater for my telrad, never have problems there these days,
Here are some plans on how to make a dew heater

They are basically a set of low resistance resistors in parallel.

Here is a plan for a simple controller for dew bands.
